1991,1992 ISSUES AND CHALLENGES and Organizing for Action: Two major town halls with 400 participants each event.
Results: New priority placed on water conservation and development of a water resources strategy. Identified the need for quality growth measures, strategies for economic vitality and metropolitan government.
